The other update is NANSI 4.0a (will call it 4.1 as soon as I know that it
works with MS codepage change stuff - if it does not work yet, there will
be 4.0b and so on until 4.1 is released and works ;-))...:

To make the MS codepage stuff work (I guess), you only have to use the /P
option and - if needed - change the driver load order until it no longer
tells you that a non-CON driver ended up between CON and NANSI (which does
break the desired codepage behaviour).
I did NOT implement the device chain surfing, but I DID implement device
name checking and device information word update (i.e. if you load NANSI /P
after a CON which has IOCTL, NANSI will change itself to pretend having
IOCTL, while in reality, it only chains them through). I did NOT implement
the ANSI install check (MUX int 2f.1a handler) either.
Please try FIRST if the given changes already solve the codepage problem.
I did not add RSIS (ask int 10.fe -> es:di alt. video RAM pointer) either,
BECAUSE I want you to test if NANSI /B /R already is compatible with multi-
taskers like DESQview anyway first.
