provisiond (2.8danos1) unstable; urgency=medium

  * NewConfig reloads the configuration saved in /etc/vyatta/provisiond.conf,
so a restarted provisiond reports what it last applied and configd's
reconcile read-back no longer sees a mismatch against an empty string.
A missing or unreadable file leaves the empty configuration.
  * The saved-file path is a field of the Config instance, not a mutable
package variable, so tests (and instances) cannot interfere.
  * Tests for reload, empty start, set-then-restart and separate instances.
