Dear Bob,
I remember I misunderstood the site at first. The 'download from one of
the following'-table is non-commutative: wherever you are, you find the
files behind the link to "this site". So if you are lokated in Moscow you
first click on "8. Moscow", which gives you the same page, this time from
Moscow. Then click on "this site" and you're in the Moscow ftp-server.
