Depends on whether you take the NRE into account.  On small volumes, FPGAs wil be cheaper probably.  And if Time to market is an issue, you may gain more.

If you've socketed the SPROM, yes.  Or you can use a flash SEEPROM and get the customers to load a new bitstream :-)

Quite a lot...  several 10s to 100s of thousands, or maybe even millions, depending on which costs you include and how far you push the performance envelope.
